how long does it take an average person to lose 15lbs by eating healthy and working out?

I started working out and eating way better about three weeks ago and I’m only down two pounds. I’m actually kind of finding it discouraging that it’s happening so slowly…

I am doing some strength training as well as cardio. Could it be that I’m gaining muscle? This early on?
